Contracting

WSMS offers federal government agencies and their representatives the opportunity to procure cutting-edge technical services at volume discount pricing through our General Services Administration (GSA) Professional Engineering Services Schedule (PES), Contract No. GS-23-F-0146R.  Special Item Numbers (SINs) under WSMS’ GSA Schedule include:

  • 871-1  Strategic Planning for Technology Programs/Activities,
  • 871-2  Concept Development and Requirements Analysis,
  • 871-3  System Design, Engineering and Integration,
  • 871-4  Test and Evaluation,
  • 871-5  Integrated Logistics Support, and
  • 871-6  Acquisition and Life Cycle Management

Potential benefits of ordering through a GSA Schedule include shorter lead-times and lower administrative costs.  In addition, orders placed against WSMS’ PES Schedule, using the procedures in Federal Acquisition Regulation (FAR) 8.4, are considered to be issued using full and open competition (see FAR 6.102(d)(3)). Except for the price evaluation required by FAR 8.405-2(d) when ordering services requiring a statement of work, ordering activities need not seek competition outside of GSA Schedules or synopsize the requirement and are not required to make a separate determination of fair and reasonable pricing. By placing an order against a GSA Schedule contract using the procedures in FAR 8.405-2(d), the ordering activity has concluded that the order represents the best value and results in the lowest overall cost alternative.
