Startup testing is a specialty profession requiring experience and education in various disciplines, such as electrical, mechanical, chemical, nuclear, and heating, ventilation, and air conditioning (HVAC), and qualifications per the American Society of Nondestructive Testing (ASNT) recommended practices.  For companies that do not engage in routine project work, forming an internal test organization is an added project expense that requires hiring the personnel to obtain the necessary experience.

An opportunity to minimize project costs while obtaining the highest quality product and greatest probability of meeting project schedule and budget is to outsource the startup test support function.  WSMS provides this service based on extensive experience in project work and readily available experienced test personnel.

The WSMS approach to startup testing and commissioning is based on over 50 years of experience in planning, designing, constructing, testing and operating hundreds of commercial, U.S. government, and foreign projects, many of which are in highly regulated industries.  Our projects cover the entire range of processes including nuclear, chemical, industrial, aerospace and environmental.  We can develop or support a test program to cover everything from construction acceptance testing to initial hot commissioning.  We have a qualified and diverse staff of test engineers and technicians who can act as the entire test team or supplement a client’s test organization to assist in project completion.  Our experienced test engineers can lead test efforts in all disciplines and for highly technical processes.
WSMS uses a documented, proven process to ensure consistency and completeness of testing, and provides qualified personnel and requisite experience to quickly establish a test program.  Our program guidelines are outlined in a Conduct of Testing manual, which is the basis for the development or support of a client’s startup testing and plans, and test procedures based on agreed upon acceptance criteria.  Our startup testing and commissioning program incorporates lessons learned from our industrial, commercial, and government project experiences that are applicable to safety, quality, schedule and cost.
